Using surveillance cameras, police caught up with Pan at around 1pm, intercepted the truck and arrested him after he tried to flee on foot.
Police also found a handgun and six bullets in the car.
Police were originally called after Pan allegedly made threats while in his residence this morning in Pingtung, police said.
Police followed him to Daliao, leading to the carjacking and subsequent chase.
The police also arrested Pan’s accomplice, a 45-year-old man surnamed Hung (洪).
The case is to be referred to the Kaohsiung District Prosecutors’ Office for violating the Act Controlling Guns, Knives and Ammunition (槍砲彈藥刀械管制條例), as well as intimidation and other crimes.
An investigation is underway.
