The Cabinet yesterday approved an amendment to the Tax Collection Act (稅捐稽徵法) that abolished a regulation allowing fines for alleged tax evasion to be delayed by filing an administrative remedy request.
Under current regulations, a taxpayer who is believed to have evaded taxes is exempt from mandatory collection if he or she files a complaint through the administrative remedy procedure before the case is resolved.
Earlier this year, model Lin Chi-ling (林志玲) was charged with tax evasion between 2003 and 2005 and asked to pay back NT$1 billion (US$30 million), but she has not paid the fine as she is still trying to file an appeal with the High Administrative Court after her complaint was turned down by the Committee of Appeal under the Ministry of Finance.
Should the amendment pass the legislature, the government could impose compulsory measures to collect money from a taxpayer even if he or she has filed a petition and the administrative process is still ongoing, unless he or she pays at least half of the fine or provide acceptable collateral.

Nipah virus infection is to be officially listed as a category 5 notifiable infectious disease in Taiwan in March, while clinical treatment guidelines are being formulated, the Centers for Disease Control (CDC) said yesterday. US climber Alex Honnold left Taiwan this morning a day after completing a free-solo ascent of Taipei 101, a feat that drew cheers from onlookers and gained widespread international attention. Two Taiwanese prosecutors were questioned by Chinese security personnel at their hotel during a trip to China’s Henan Province this month, the Mainland Affairs Council (MAC) said yesterday.
