Trash cans in Tainan’s Barclay Memorial Park have ended up being used as garbage trucks. Quite a lot of people have been dumping their bags of household garbage straight into the park’s trash cans, so that all 10 trash cans are stuffed full of trash bags and every day the park keepers have to collect the trash on behalf to those uncivil citizens. To make matters worse, the trash in the bags has not been sorted. The Environmental Protection Bureau will send staff to inspect the park, and offenders will have to pay a fine of between NT$1,200 and NT$6,000.
Borough Warden Lee Jen-tzu said there are 10 trash cans in the park, but every Saturday, Sunday and Monday the trash cans are all stuffed full of household garbage. Lee said he goes to the park every day to pick up litter, but there is nowhere to put it.
He said that some of the trash cans are placed near to roads and residential areas, and there have been instances of people who live nearby riding to the park on scooters with bags of trash in their hands and dumping them straight into the trash cans. Lee suggested that the number of trash cans should be cut by half by removing the five trash cans that are near to roads and residential communities.

A park keeper said that the park’s trash cans were provided for use by people while they go to exercise in the park, but the result has been that people bring their trash and dispose of it in the park instead of throwing it into a garbage truck. 台南巴克禮紀念公園垃圾桶淪為垃圾車,不少民眾把家庭垃圾包全直接丟到公園垃圾桶內,十個垃圾桶全塞滿了垃圾包,公園管理人員每天都得幫忙沒有公德心的市民收垃圾,更離譜的是垃圾包都沒分類。環保局將派人進行稽查,違者開罰一千二百元至六千元。
里長李仁慈表示,巴克禮公園內共設置十個垃圾桶,只要遇到週六、日及週一,垃圾桶內全塞滿家庭垃圾包。他每天前往撿拾垃圾,反而沒地方可丟垃圾。
他表示,部分垃圾桶設置離馬路、社區近,曾有鄰近地區民眾騎機車來公園,直接就手拿垃圾包來丟,建議減半設置,鄰馬路、社區的五處垃圾桶撤除。
公園管理人員說,公園垃圾桶是給到公園運動的民眾使用,結果民眾的家庭垃圾不丟垃圾車,卻拿來公園丟,每次要清理時,垃圾桶內都塞滿垃圾,很多垃圾包也沒分類就直接丟,而真正要丟垃圾的人,卻沒地方可丟。
