The most popular summer activity in Chiayi County is the Sea Summer Session, which started at Dongshi Fisherman’s Wharf on July 11. During the evening opening ceremony, tourists filmed a man next to the stage who smoked while handling a gas canister. As the dust explosion at the Formosa Fun Coast water park in New Taipei City’s Bali District had just happened, the visitors were worried that an accident may occur and so they filmed the situation and submitted it to the media.
The person submitting the film said that after the Formosa Fun Coast dust explosion, attention must be given to safety at every big event, adding that after the party on the 11th, there would be a fireworks show, so it was frightening to see the man smoking while handling the steel canister. The reason given for filming the smoking man was that “there will be evidence in case something happens.” Furthermore, another visitor, surnamed Lu, posted a comment on Facebook, saying that people were throwing beverage bottles around that were not empty, causing his wife and child to be soaked. Lu also asked the organizers to pay attention.
Chiayi County Culture and Tourism Bureau planner Chen Feng-wu said that after having talked to the company responsible for making announcements, he had been told that staff on the site wore staff uniforms, and that the smoking man was not part of the staff. Chen said the stage was blocked off by metal scaffolding, so perhaps the man had sneaked in. He stressed that the steel canister the man had been handling contained dry ice and was not dangerous, and added that the company had been asked to see to it that all equipment was handled safely.

Chen also said that smoking was not banned in the outdoor area around Dongshi Fisherman’s Wharf, but that it was strictly forbidden in connection to the big peripheral activities and performances in the area around the stage. He also said he had asked police to strengthen patrols.

投訴者說,八仙塵爆後,各大型活動都要注意安全,十一日晚會後還有高空煙火,男子叼菸操作鋼瓶舉動令人害怕,錄下男子抽菸畫面,「萬一爆炸了還有證據」;另外,也有呂姓遊客在臉書貼文,表示在會場有人亂拋未喝完飲料瓶,妻兒被淋得滿身濕,請主辦單位注意。

嘉縣文觀局企劃陳?武表示,經向轉播廠商瞭解,會場工作人員均著工作服,男子應非工作人員,舞台四周用金屬架圍起阻隔,男子可能是趁機闖入。他強調,男子操作的氣體鋼瓶內是乾冰,應無危險性,已要求廠商注意各項器材安全。
