Starting at 8am on May 31, the Tainan City Guanmiao District public health center held a smoke-free festival at a local sports field, inviting everyone to gather and sign a joint smoke-free declaration to protect residents from the danger of secondhand smoke, reduce pollution caused by cigarette butts thrown away by smokers and create a fresh, clean and safe recreational space. Nearly 300 adults and children joined the event.
To hype up the atmosphere, the public health center arranged a yuanji dance demonstration, while the Dongshih and Songjiao community development associations organized a talent show. Fun tobacco-control games were also arranged for the young and old to enjoy together, with the main highlight of the event being a collection of cigarette butts that could be exchanged for ramen noodles. Residents of all ages joined in the activities.
The zone where the cigarette butts were picked up included the sports field and the area within a 2km radius of the venue. Participants could exchange 10 cigarette butts for one 300-gram pack of Guanmiao ramen. The event ended at 11:30am and over 200 packs of ramen were awarded. It is estimated that a staggering 2,000 cigarette butts or more were collected. The inconsiderate behavior of some smokers left the community volunteers shaking their heads.

台南市關廟區衛生所五月三十一日上午八點起在當地的運動場舉辦無菸祭,邀請各界與會,簽署聯合禁菸宣言,讓民眾遠離二手菸的危害,並減少癮君子亂丟菸蒂造成的環境污染,營造清新、乾淨、安全的遊憩空間,近三百位大小朋友參加。
為炒熱氣氛,衛生所安排了元極舞、東勢、松腳等社區發展協會進行才藝表演,現場還有菸害防制的趣味闖關遊戲,老少同樂,重頭戲則是撿菸菸、換麵麵的活動,大小朋友全員參加。
撿拾範圍在運動場及方圓近兩公里的範圍內,十支菸蒂就能換一包三百公克的關廟拉麵,活動十一點半結束,兌換的拉麵超過二百包,估計菸蒂二千支以上,令人咋舌,抽菸民眾的公德心,更讓社區志工們搖頭不已。
