Taipei-based Life Caring and Animal Rescue Organization Taiwan (LCO) is planning to launch a campaign in Taipei on Jan. 8 next year, calling on the government to address the rights of stray animals in Taiwan. In a preparatory meeting on Dec. 19, the group drew up seven major appeals aimed at improving the rights of stray dogs, cats, and other animals.
The event has garnered support from Internet celebrity Lucifer Chu, who earned the moniker “Taiwan Otaku god,” a term that refers to nerdy guys into manga and computer games, and Banana Tseng, founder of Taiwan’s “White Rose Campaign,” which promotes public awareness of the future of children and women’s safety. The upcoming event is regarded as a “White Rose Campaign” for stray animals.
Campaign convener Jung Mei-ling said that the event has seven appeals, namely respecting animals, establishing an animal police unit, banning the sale of traps and snares, levying harsher penalties for animal cruelty and abandonment under the Animal Protection Act, giving animals the right of the use of the road in emergencies, fostering cooperation between governments and animal protection organizations, enforcing the law against illegal puppy mills and requiring all dogs to be chipped.

LCO executive officer, who goes by the alias Tiger, said in a telephone interview with the Taipei Times last Saturday that the campaign will be held in the form of a sit-in and a fast in front of Ketagalan Boulevard in Taipei. “The first-ever large-scale campaign is expected to draw tens of thousands of participants to take to the street to raise government and public awareness to safeguard animal rights and the humane treatment of animals.”
Reading his online articles, one gets the sense that Tiger, 35, is a compassionate man with a vocation of improving the quality of lives of underprivileged animals. “A good number of animal protection organizations in Taiwan and from abroad will participate in the campaign, and the founder of the Australia-based Geelong Animal Welfare Society (GAWS) will make a trip to Taiwan just for this event.” BARK, a Kaohsiung-based animal halfway house will also participate in and support the event. Founded in 2006, BARK is a non-profit charitable Catch Neuter Return (CNR) organization run by a group of foreign animal lovers. “Unfortunately,” said Tiger, “due to budget constraints and the Kaohsiung City Government’s ignorance, BARK will become history by the end of this year.” This is in just four days.
“Whenever an animal farm goes bankrupt, the LCO, one of few major animal rescue organizations in Taiwan, often has to take the responsibility to take over its management,” said Tiger. “Due to funding shortages and limited staffers, I hope the campaign will help raise enough money and recruit more volunteers.” The animal rescue organization’s hotline is 02-26707126.

台灣照顧生命協會明年一月八日在台北發動一場動物保護界的「白玫瑰運動」,走上街頭要求政府正視台灣流浪動物生存權。照生會在十二月十九日召開籌備會議,確定提出七大訴求,為流浪動物發聲。
此活動還得到「宅神」朱學恒,以及曾號召發起關心孩子未來與婦女安全「白玫瑰運動」的曾香蕉全力支持。
活動召集人阮美玲表示,這次活動的七大訴求,包含尊重動物生命、建立動物警察、禁止捕獸夾販賣、修改動保法加重虐待動物與棄養寵物的刑責、授予動物救援車的合法路權、促進政府與民間動保團體共同合作,與取締不法繁殖場並強制晶片植入。
照生會執行長「阿虎」上週六向英文台北時報表示,這次活動將以靜坐、絕食方式在台北凱達格蘭大道前,為所有動物祈福。他說,「希望藉由台灣首次號召萬人為流浪動物上街頭的活動,喚起政府及國人對動物權的關注,並善待動物。」
從網站部落格的文章,可以看出三十五歲的阿虎是位性情中人,並對提升弱勢動物的生存品質,充滿使命感。他說,「國內外有多個動保團體與民間團體響應這次的街頭運動。」阿虎說,「澳洲動保團體GAWS創辦人將為此活動來台。另外,高雄BARK流浪動物中途之家,也將參與支持。」由外國人經營的BARK創於二零零六年,是個非營利慈善機構提倡「捕捉、絕育、釋放」。但他說,「很可惜,礙於經費有限與高雄市政府對動物保護的漠視,BARK即將於年底解散」,也就是再四天了。
阿虎說,「國內有些動物農莊倒閉,國內數個重要動保團體之一的照生會常有接管的使命,只是經費與人力有限,再加上這次走上街頭運動所需經費,希望大家可以出錢、出力。」照生會電話:02-26707126。
