As of this year, 135 universities and colleges in Taiwan offer students mental health leave, accounting for more than 90 percent of all higher education institutions nationwide, Ministry of Education data showed.
That is an eleven-fold increase since 2022, when mental health leave was offered by just 11 institutions, the ministry said.
Depending on the school, students are typically granted three to five days per semester of mental health leave, which is sometimes called “psychological leave” or “psychological adjustment leave.”

National Taiwan University (NTU) officially introduced mental health leave in 2023, allowing each student three days per semester, with students able to apply for same-day leave without any supporting documentation.
If a student applies for more than two days of mental health leave or applies twice, the system automatically notifies the student affairs and counseling centers to initiate follow-up care.
The policy gives students in need a “chance to breathe,” and alerts the university and advisors to students' needs, NTU vice president for student affairs Chu Shi-wei (朱士維) said.
Since NTU implemented the policy, about 400 to 500 students apply each month, totaling between 1,500 and 2,000 applications per semester, Chu said, adding that the proportion of mental health leave applications is not especially high across all categories of personal leave.
The policy increases demand for counseling staff, which is a crucial part of supporting students’ mental health, Chu said.
The legislature last year passed amendments to the Student Guidance and Counseling Act (學生輔導法), boosting the required counseling staff-to-student ratio at junior colleges, colleges and vocational schools from one counselor per 1,200 students to one per 900 students, he said.
The ministry provides subsidies for schools to hire more student counselors, and NTU now employs 40 full-time staff, including psychologists and social workers, he said.
National Yang Ming Chiao Tung University (NYCU) also began offering mental health leave in 2023.
In a class of 30 students, there are typically five to 10 mental health leave applications per semester, showing that students remain self-disciplined and do not abuse the system, NYCU president of student affairs Chien Wen-pin (簡紋濱) said.
Last year, the ministry released official guidelines for mental health leave at universities and colleges, recommending three days of leave per semester that are classified under their own category and not under any other form of personal leave.
The ministry said that it also runs programs on campuses to improve mental health literacy among students through courses and activities, while helping student counselors and advisors hone their skills.
Yangmingshan National Park authorities yesterday urged visitors to respect public spaces and obey the law after a couple was caught on a camera livestream having sex at the park’s Qingtiangang (擎天崗) earlier in the day. The Shilin Police Precinct in Taipei said it has identified a suspect and his vehicle registration number, and would summon him for questioning. The case would be handled in accordance with public indecency charges, it added. The couple entered the park at about 11pm on Thursday and began fooling around by 1am yesterday, the police said, adding that the two were unaware of the park’s all-day live

Yangmingshan National Park’s Qingtiangang (擎天崗) nature area has gone viral after a park livestream camera observed a couple in the throes of intimate congress, which was broadcast live on YouTube, drawing large late-night crowds and sparking a backlash over noise, bright lights and disruption to wildlife habitat. The area’s livestream footage appeared to show a couple engaging in sexual activity on a picnic table in the park on Friday last week, with the uncensored footage streamed publicly online. The footage quickly spread across social media, prompting a tide of visitors to travel to the site to “check in” and recreate the
Minister of Digital Affairs Lin Yi-ching (林宜敬) yesterday cited regulatory issues and national security concerns as an expert said that Taiwan is among the few Asian regions without Starlink. Lin made the remarks on Facebook after funP Innovation Group chief executive officer Nathan Chiu (邱繼弘) on Friday said Taiwan and four other countries in Asia — China, North Korea, Afghanistan and Syria — have no access to Starlink. Starlink has become available in 166 countries worldwide, including Ukraine, Malaysia, the Philippines and Vietnam, in the six years since it became commercial, he said. While China and North Korea block Starlink, Syria is not
