Police in New Taipei City’s Tamsui District (淡水) have arrested five people suspected of kidnapping three others and using their bank accounts to commit fraud.
Police said the two main suspects, a 45-year-old man surnamed Chang (張) and his 40-year-old wife surnamed Chen (陳), had allegedly lured the victims to an apartment where they were held, by offering to rent their bank accounts for NT$200,000 each.

The two were fugitives and had eluded arrest by frequently changing locations and installing hidden cameras at the entrances of wherever they moved, police said, adding that they were finally tracked down to a building in Cianshueiwan (淺水灣) in the city’s Sanjhih District (三芝) on Tuesday.
When police moved in for the arrest, four of the suspects attempted to flee via the building’s fire escape, but were caught when they reached the ground level. The remaining suspects attempted to hide in a false floor in the building, but were later found and arrested, police said.
Police said they found the three victims at the location, along with several mobile phones allegedly used in crimes, packages of heroin, amphetamines, and marijuana, NT$90,000, and 100,000 Won (NT$2,347).
China has reserved offshore airspace in the Yellow Sea and East China Sea from March 27 to May 6, issuing alerts usually used to warn of military exercises, although no such exercises have been announced, the Wall Street Journal (WSJ) reported yesterday. The first bluefin tuna of the season, brought to shore in Pingtung County and weighing 190kg, was yesterday auctioned for NT$10,600 (US$333.5) per kilogram, setting a record high for the local market.
