The Ministry of Foreign Affairs said it was notified by the UK on Friday that Scottish Cabinet Secretary for Justice Kenny MacAskill had approved the court ruling in favor of Taiwan’s request that British businessman Zain Dean be extradited to Taiwan to serve his jail sentence.
Dean was convicted in Taipei on March 25, 2010, of killing newspaper deliveryman Huang Chun-te (黃俊德) while driving under the influence of alcohol. He fled Taiwan using a friend’s passport in 2012 shortly before he was due to begin serving his four-year prison sentence. Scottish police arrested Dean last year.
The Edinburgh District Court forwarded its ruling to MacAskill for approval after it decided to extradite Dean in a ruling which was handed down in June.
MacAskill signed the extradition order on Aug. 1, the ministry said, adding that Dean has 14 days to appeal the extradition order in accordance with British law.
According to the ministry, MacAskill said in the order that the UK’s 2003 Extradition Act was applicable in Dean’s case because Taiwan was designated a “category 2 territory” by the British Home Office when the UK and Taiwan signed a memorandum of understanding over the matter last year.
MacAskill said that Dean failed to present compelling reasons to have his case excluded from the UK’s Extradition Act and that he did not see any reason to exempt Dean’s case from the law.
MacAskill said he agreed with the three Taiwanese charges against Dean — involuntary manslaughter, driving under the influence of alcohol and fleeing the scene of an accident.

Taitung County is to launch charter flights to Malaysia at the end of this year, after setting up flights to Vietnam and Thailand, the Taitung County Government said yesterday. The new charter flight services, provided by low-cost carrier Batik Air Malaysia, would be part of five-day tour packages for visits to Taitung County or Malaysia.
