The principles governing the transfer state that the operations should not violate or diminish the constitutional rights of the incumbent president or undermine the division of power principle.
The president is also expected to designate related government agencies to brief the president-elect on major issues such as national security, defense, diplomacy and cross-strait relations.
The government will provide the president-elect and vice president-elect full security protection prior to the inauguration.
President Chen on Friday also expressed his intention to meet with Ma this week. Ma later agreed to the meeting.
Ma will be inaugurated on May 20.
On Thursday, Ma's spokesman Lo Chih-chiang (羅智強) said 10 countries had expressed interest in attending the ceremony, although the Ministry of Foreign Affairs had yet to send out invitations.
Ma will bypass the Foreign Ministry and personally invite visitors from the US and Japan to the ceremony, he said.
