Cabinet to submit NCC candidate list by Feb. 22

Cabinet spokesman Shieh Jhy-wey (謝志偉) said yesterday that the Executive Yuan will present its list of candidates for the National Communications Commission (NCC) to the legislature for confirmation before the new legislative session opens on Feb. 22.
Shieh did not say if any current NCC members would be retained.
He said selection of the candidates will be based on their qualifications and the Cabinet might recruit members for the media watchdog from the academic and industrial sectors.
The current NCC commissioners had been scheduled to step down on Jan. 31 together with the sixth Legislative Yuan after the Council of Grand Justices ruled last July that the formation of the commission had violated the Constitution by infringing upon the power of the executive branch.
According to an amendment to the Organic Law of the National Communications Commission (國家通訊委員會組織法) approved last December, the Cabinet should have presented the nomination list by Jan. 31.
However, the plan was upset as the Cabinet led by Premier Chang Chun-hsiung (張俊雄) advanced its resignation to Jan. 24, although its members were retained by President Chen Shui-bian (陳水扁).
NCC Chairman Su Yeong-chin (蘇永欽) said on Jan. 31 that the media regulatory body should maintain its normal functions until the new commissioners assume their posts.
