The computer-aided segment of the annual Han Kuang military exercises concluded on Friday, following 14 days of intensive wargames, which incorporated elements in recent international conflicts and other realistic scenarios to refine the decisionmaking and responses of the armed forces.
Minister of National Defense Wellington Koo (顧立雄) said the nonstop tabletop exercises, conducted in a high-intensity and high-stress environment, aimed to train commanders’ decisionmaking abilities and officers’ operational capabilities by simulating real combat conditions, verifying joint operational mechanisms and bolstering combat readiness.
The scenarios integrated a progression of simulated enemy actions, beginning with “gray zone” harassment tactics and gradually escalating to high-intensity military conflict, he said.

Tactics used in recent international conflicts, and multi-domain battlefield and hybrid threat elements were also incorporated, allowing attacking and defending forces to conduct decisionmaking and response drills in a “highly uncertain” environment, he added.
To enhance command-and-control resilience, military administrative and armament units, the Joint Operations Command Center, the tri-service coordination center and units at different operational levels,were dispersed and operated from separate locations, Koo said.
Such arrangements aimed to ensure that even in the event of coordinated enemy strikes, backup mechanisms would be able to take over immediately and command-and-control functions would continue, he said.
The shortcomings identified in the computer-aided drills would be addressed individually and documented to serve as a reference for future combat readiness training and wartime deployments, Koo said.
With constantly evolving and diversifying threats, especially the possibility of enemy forces switching from military exercises to a kinetic attack, the armed forces must enhance their early warning mechanisms, and employ deception tactics and force preservation measures to ensure a successful transition between peacetime and wartime deployments, Koo added.
The armed forces will continue working to build up defense capabilities and improve combat readiness, the minister said, adding that the live-fire portion of the Han Kuang exercises in August would be a highlight.

Johanne Liou (劉喬安), a Taiwanese woman who shot to unwanted fame during the Sunflower movement protests in 2014, returned to Taiwan last night after being deported from the US. She is to stand trial in Taiwan for charges involving embezzlement, fraud and drug crimes.
