A 40-year-old man who threatened people with a knife at a traditional market in Miaoli yesterday morning was fatally shot by police after stabbing an officer in the head, local authorities said.
In a statement, the Miaoli County Police Bureau’s Miaoli Precinct said one of its officers had followed use of force guidelines by firing two shots in self-defense and defense of members of the public.
One of the shots hit the suspect, surnamed Chung (鍾), in the chest, while the other struck the left hand of a bystander who had come forward to offer assistance, the department said.

A vendor at Nan Miao Market (南苗市場) in Miaoli City, surnamed Huang (黃), said that Chung had come to the market at about 7:30am and asked to borrow his wife’s phone.
When she refused, Chung allegedly took out a knife and began making threats.
After a market administrator was called to the area, Chung said he had come to collect money from someone who owed him, but refused to put away his knife, Huang said.
Police who arrived at the scene tried talking to Chung and ordered him to put the knife down.
When Chung refused, an officer sprayed him with pepper spray, causing him to fly into a rage and run erratically around the market, he said.
At this point, one of the officers, surnamed Chu (朱), tried to apprehend Chuang and was stabbed twice in the head, drawing blood, Huang said.
As bystanders came forward to separate the two, the other officer, surnamed Lee (李), fired two shots at Chung and restrained him on the ground.
According to the Miaoli Fire Bureau, Chung, Chu and a bystander surnamed Luo (羅), who was struck in the left hand by a stray bullet, were taken to two area hospitals.
Miaoli Hospital in a statement said that Chu — the police officer — sustained stab wounds on his forehead and the top of his head. He lost 500ml to 1,000ml of blood, and had to be given stitches and a blood transfusion.
A computed tomography scan showed that Chu’s skull was also fractured in the attack, the hospital said, adding that he was being treated in the intensive care unit, but his vital signs were stable.
Meanwhile, Chung was sent into emergency surgery for wounds on the left side of his chest and abdomen, but later died, the Miaoli District Prosecutors’ Office said.
Based on a preliminary investigation, police said Chung previously ran a stall at a market in nearby Houlong Township (後龍), and had a criminal record including convictions for attempted murder and causing bodily harm.
According to a report by Chinese-language media outlet ET Today, Chung had a history of mental illness, and drug and alcohol abuse, and had been committed to mental institutions several times since 2005.
Chung was sentenced to three years of compulsory care in a mental institution after attacking a fellow patient with a sickle in 2018, Chinese-language media reported.
The military has spotted two Chinese warships operating in waters near Penghu County in the Taiwan Strait and sent its own naval and air forces to monitor the vessels, the Ministry of National Defense (MND) said. Beijing sends warships and warplanes into the waters and skies around Taiwan on an almost daily basis, drawing condemnation from Taipei. While the ministry offers daily updates on the locations of Chinese military aircraft, it only rarely gives details of where Chinese warships are operating, generally only when it detects aircraft carriers, as happened last week. A Chinese destroyer and a frigate entered waters to the southwest
A magnitude 6.1 earthquake struck off the coast of Yilan County at 8:39pm tonight, the Central Weather Administration (CWA) said, with no immediate reports of damage or injuries. The epicenter was 38.7km east-northeast of Yilan County Hall at a focal depth of 98.3km, the CWA’s Seismological Center said. The quake’s maximum intensity, which gauges the actual physical effect of a seismic event, was a level 4 on Taiwan’s 7-tier intensity scale, the center said. That intensity level was recorded in Yilan County’s Nanao Township (南澳), Hsinchu County’s Guansi Township (關西), Nantou County’s Hehuanshan (合歡山) and Hualien County’s Yanliao (鹽寮). An intensity of 3 was
Japanese Prime Minister Sanae Takaichi’s comment last year on Tokyo’s potential reaction to a Taiwan-China conflict has forced Beijing to rewrite its invasion plans, a retired Japanese general said. Takaichi told the Diet on Nov. 7 last year that a Chinese naval blockade or military attack on Taiwan could constitute a “survival-threatening situation” for Japan, potentially allowing Tokyo to exercise its right to collective self-defense. Former Japan Ground Self-Defense Force general Kiyofumi Ogawa said in a recent speech that the remark has been interpreted as meaning Japan could intervene in the early stages of a Taiwan Strait conflict, undermining China’s previous assumptions
