When police arrived on the scene, they learned that the two men had entered the shop earlier, pretending to be shopping for gold jewelry, the precinct said.
In a moment when the staff were distracted, the men snatched a gold necklace and pendant and fled on a motorcycle, police said.
The stolen jewelry is estimated to weigh more than two taels, with an estimated value of NT$420,000, police said.
The motorcycle that the men used was later found at Fusing Fishing Harbor (復興漁港) in the neighboring Hsinchu County, but the two suspects had already fled, police said, adding that a task force had been assembled to find them.
Police said they apprehended two suspects, surnamed Liu (劉), 35, and Peng (彭), 22, at 2am under a bridge in Taoyuan's Guanyin District (觀音), as well as a suspected accomplice surnamed Chou (周), 25.
All three were brought in for questioning.
Preliminary investigations indicate that the three were motivated by financial difficulties, police said, adding that the suspects claimed that the stolen necklace was lost during their escape.
The case has been forwarded to the Taoyuan District Prosecutors' Office for investigation into the suspects' communications to track the flow of money and determine whether there are any other accomplices.
According to a resident in the area, the jewelry store has been in business for more than 40 years, and the robbery was a shock to the people in the normally quiet district of Sinwu.
