The High Court has sentenced a former corrections officer at Tainan Prison surnamed Yeh (葉) to 10 months imprisonment, deferred for two years, and fined NT$50,000 for physically abusing a prisoner, surnamed Liang (梁), in May 2023.
According to the ruling, Liang submitted a request to the prison around 10pm requesting a bento box, but was instead brought to Yeh’s office at about 8:37am the next morning, during which Yeh punched Liang twice before cutting his fingers with scissors before allowing Liang to leave.
Liang later complained to the warden. According to the hospital’s injury report, Liang suffered contusions on his scalp and both sides of his face, as well as abrasions on seven fingers.

Yeh denied the accusations in court during the first trial, saying that what appeared to be him punching Liang was actually him teaching Liang how to salute an officer, adding that the footage of him shaking his foot was because he had a stone in his shoe.
The judge, upon reviewing the footage, said the court would not take the defendant’s word on the issue, as the footage showed that Liang was in very real danger for his life.
The court sentenced Yeh to one year in prison for offering absurd excuses, demonstrating haughty and unrepentant behavior throughout the trial, and abusing his station as a civil servant.
Yeh subsequently filed an appeal of the ruling, stating that he was an exemplary employee. He later pleaded guilty and reached a settlement with Liang, who agreed to defer the sentence.

New measures aimed at making Taiwan more attractive to foreign professionals came into effect this month, the National Development Council said yesterday.
