A Chinese man was detained by immigration officials in Kinmen County yesterday after waving a Chinese flag and distributing pro-unification flyers inside the county government building.
The National Immigration Agency’s special operation brigade in Kinmen said the man, surnamed Lu (盧), arrived on the outlying island by ferry and was questioned about his motives for entering Taiwan.
If Lu is found to have violated the terms of his entry permit, he would be deported under the Act Governing Relations Between the People of the Taiwan Area and the Mainland Area (臺灣地區與大陸地區人民關係條例), the agency said.

A security guard surnamed Wu (吳), who witnessed the incident, said the man entered the building at about 9am, carrying a flag that had the Republic of China flag on one side and the People’s Republic of China flag on the other, then began throwing flyers that read “unification with Taiwan.”
Wu said he and county government staff stopped the man, and police were called when he tried to leave.
The man told them he did not mind the police being called, adding that he would “at most be fined,” according to Wu, who said that the incident, while peaceful, was unlike anything he had seen before.
