The special resilience budget, which includes funding for NT$10,000 (US$327.39) cash handouts for the public, is set to proceed to its third reading on Friday after a consensus was reached in a cross-party negotiations today.
The government is to "execute the cash distribution as quickly as possible" after the special act passes its third reading and is promulgated by the president, Executive Yuan spokeswoman Michelle Lee (李慧芝) previously said.
The Cabinet on Sept. 11 approved a NT$550 billion budget, based on the newly amended Special Act for Strengthening Economic, Social and National Security Resilience in Response to International Circumstances (因應國際情勢強化經濟社會及民生國安韌性特別條例), which stipulated a budget ceiling of NT$570 billion.

The NT$550 billion budget includes NT$236 billion for cash handouts, while NT$20 billion would be reserved for future industrial support.
The special budget passed its initial review at the legislature on Thursday last week.
All three major party caucuses today agreed that the budget is to proceed to its third reading at the legislature on Friday, while the legislature is not to request a reconsideration of the bill.
The party caucuses are to hand in their proposals regarding the special budget to the Finance Committee by noon tomorrow and proceed to cross-party negotiation in the afternoon.
There would also be no interpellation during the plenary session on Friday.
The session would not handle impromptu motions, but only bills that do not require negotiations.
The Executive Yuan has started preparing for ensuing relevant procedures, Lee has said.
The disbursement of cash handouts has to begin one month after the bill is promulgated, Lee said, citing Article 9 of the special act.

Instead of focusing solely on the threat of a full-scale military invasion, the US and its allies must prepare for a potential Chinese “quarantine” of Taiwan enforced through customs inspections, Stanford University Hoover fellow Eyck Freymann said in a Foreign Affairs article published on Wednesday. China could use various “gray zone” tactics in “reconfiguring the regional and ultimately the global economic order without a war,” said Freymann, who is also a nonresident research fellow at the US Naval War College. China might seize control of Taiwan’s links to the outside world by requiring all flights and ships entering or leaving Taiwan
The next minimum wage hike is expected to exceed NT$30,000, President William Lai (賴清德) said yesterday during an award ceremony honoring “model workers,” including migrant workers, at the Presidential Office ahead of Workers’ Day today. Lai said he wished to thank the awardees on behalf of the nation and extend his most sincere respect for their hard work, on which Taiwan’s prosperity has been built. Lai specifically thanked 10 migrant workers selected for the award, saying that although they left their home countries to further their own goals, their efforts have benefited Taiwan as well. The nation’s industrial sector and small businesses lay
Taiwan's first indigenous defense submarine, the SS-711 Hai Kun (海鯤, or Narwhal), departed for its 13th sea trial at 7am today, marking its seventh submerged test, with delivery to the navy scheduled for July. The outing also marked its first sea deployment since President William Lai (賴清德) boarded the submarine for an inspection on March 19, drawing a crowd of military enthusiasts who gathered to show support. The submarine this morning departed port accompanied by CSBC Corp’s Endeavor Manta (奮進魔鬼魚號) uncrewed surface vessel and a navy M109 assault boat. Amid public interest in key milestones such as torpedo-launching operations and overnight submerged trials,
