Representative to Poland Jeff Liu (劉永健) yesterday signed a memorandum of understanding (MOU) with Kyiv social services official Tetiana Badylevych to support vulnerable children in Ukraine.
The MOU aims to provide a comprehensive support program for disadvantaged young people in the Kyiv region, which would provide psychological support and basic supplies to those orphaned by the war and the foster families caring for them.
The project is to be managed by Italian humanitarian organization WeWorld, the Taiwan Fund for Children and Families (TFCF) and the Kyiv City Service for Children and Family Affairs, where Badylevych serves as deputy head, and was achieved with support from the Ministry of Foreign Affairs.

The signing was witnessed by Minister of Foreign Affairs Lin Chia-lung (林佳龍), WeWorld president Marco Chiesara, TFCF International Development Division head Tsai Ching-min (蔡慶珉) and members of the Ukrainian parliament.
Children in Kyiv now study in air raid shelters, taking cover whenever sirens sound, leading to severe sleep problems and psychological trauma, Badylevych said.
She thanked Taiwan, WeWorld and TFCF for their assistance in providing essential psychological support and supplies to the children of Kyiv.
The MOU demonstrates Taiwan’s long-standing support for Ukraine and reflects solidarity between the two countries in upholding democracy and freedom, Lin said.
Moreover, Taiwan would continue to work closely with other democratic countries, such as Poland, the Czech Republic and Estonia, he added.
Lin is in Poland this week to deliver a keynote speech on the “Reinvention of Global Democratic Supply Chains” at the 12th Warsaw Security Forum, the ministry said yesterday.
