The Ministry of Digital Affairs is exploring two possible ways to prevent scam calls, Minister of Digital Affairs Audrey Tang (唐鳳) said yesterday.
Tang made the remarks at a meeting of the legislature’s Transportation Committee during which she briefed lawmakers about the ministry’s activities.
Chinese Nationalist Party (KMT) Legislator Hung Meng-kai (洪孟楷) and New Power Party Legislator Chiu Hsieh-chih (邱顯智) asked Tang how the ministry plans to tackle scam calls.

Tang said it is studying two possible ways to prevent them, including setting up a system that would show a scam call warning on people’s telephones when they receive a call from a suspicious number.
People would not have to download any apps to receive the warnings, Tang said.
“Telecoms would show a scam warning next to the caller ID after determining the number matches those of a reported scam caller,” Tang said.
Second, the ministry would encourage people to download apps that can filter calls, such as Whoscall, Tang said.
“We are not saying that the government will develop such an app,” Tang said. “We also have to consider remedies available for phone users who were misidentified as scammers.”
The ministry would make a decision after discussing the proposals with telecoms and other government agencies, Tang said.
The Financial Supervisory Commission (FSC) is to meet with ministry officials, as well as Google and Meta representatives, to discuss how to prevent financial fraud, particularly through false advertisements and fraudulent accounts, Tang said.
“About two-thirds of Taiwanese do not have anti-fraud mechanisms installed on their devices, such as Dr Message, developed by Trend Micro. Ministry officials will offer technical guidance to the FSC’s review of Web browsers,” Tang added.
