On top of this, police know they cannot get caught roughing up people from Muslim communities. It is not just because of civil rights, but because investigators believe the Muslim communities must be reassured the police are on their side so they will be willing to pass on any information about terrorism that may come their way.
Massoud Shadjareh of the Islamic Human Rights Commission said: "They have a policy of assassinating people -- why should our police learn these tactics and these values?"
