Tamil Tigers start to growl about war

The government's junior coalition partner, the Marxist JVP, or People's Liberation Front, has been against any concessions to Prabhakaran's LTTE and opposes talks based on the rebels' plan.

The president herself has rejected the LTTE's Interim Self Governing Authority proposal unveiled more than a year ago and described it as a stepping stone for a separate state.

Prabhakaran said holding six rounds of peace talks at foreign venues between September 2002 and March last year had brought little benefit for the Tamils.
