    Lower inheritance tax to 10 percent: Hsieh

    Democratic Progressive Party (DPP) presidential candidate Frank Hsieh (謝長廷) yesterday proposed lowering the inheritance tax to 10 percent if elected, saying he would suggest the idea to Premier Chang Chun-hsiung (張俊雄) this week.

    Hsieh made the proposal while delivering a speech at a seminar organized by the Young Presidents' Organization in Taipei.

    Hsieh said his proposal would make the taxation system fairer and was something that could be done right away.

    President Chen Shui-bian (陳水扁) has previously said it would be difficult to lower the tax to 10 percent.

    When Hsieh was sworn in as DPP chairman on Wednesday, he asked the Executive Yuan to work out a plan to subsidize low-income individuals who cannot afford to pay their health insurance bills.

    The Cabinet responded on Friday, saying the government would write off unpaid premiums amounting to approximately NT$800 million (US$24.78 million).

    Hsieh has also proposed a wider opening to global capital; an amnesty to facilitate the return of capital previously remitted from the country via underground or illegal channels and an adjustment to the 40 percent ceiling on investment in China on a case-by-case basis.
