KMT stands by decision to screen bill proposals

The Chinese Nationalist Party (KMT) legislative caucus yesterday said it would not infringe on the rights of its legislators to propose bills, after Legislative Speaker Wang Jin-pyng (王金平) was urged to screen proposals before sending them to the floor.
KMT Chairman Wu Poh-hsiung (吳伯雄) promised on Wednesday that the party would exercise its legislative majority responsibly and push for "sunshine laws" and bills that concern the economy and the livelihoods of ordinary people.
Wu and Wang also agreed that the caucus would sift through major bills before presenting them on the legislative floor.
Wu urged Wang to personally review all the proposals before allowing the party's legislators to propose them in the legislature.
KMT legislative whip Kuo Su-chun (郭素春) yesterday said the KMT would only screen controversial bills and bills that concern personal interests, but would not infringe on legislators' rights to propose bills.
"How can legislators serve their voters if we can't propose bills?" Kuo said at the Legislative Yuan.
Meanwhile, KMT caucus whip Tseng Yung-chuan (曾永權) and KMT Legislator Huang Chao-shun (黃昭順) yesterday registered with the party as candidates for deputy legislative speaker.
KMT legislators Hung Hsiu-chu (洪秀柱) and Chu Feng-chih (朱鳳芝) also said they were interested in the position and would apply today.
Hung said the KMT should choose the deputy legislative speaker candidate democratically and not through closed-door negotiations.
Wu will meet the interested candidates tomorrow to discuss the selection.
The KMT caucus will hold a straw poll if the meeting does not determine a single nominee, he said, adding that the committee would finalize the nomination on Wednesday.
