Ministry of Education says universities must do better

The Ministry of Education is evaluating means of improving the quality of tertiary education, an official said yesterday.

Ho Chou-fei (何卓飛), head of the ministry's Department of Higher Education, made the remarks amid widespread criticism -- most notably from Vice President Annette Lu (呂秀蓮) -- that the threshold for admission to universities was too low.

Lu said on Thursday that universities were guilty of seeking to maximize their share of state subsidies without seeking to improve their standards of reseacrh and education.

Ho said any university that failed to pass a ministry review would have its subsidies reduced, its tuition fees lowered and its right to recruit students curtailed.

If a university failed a second review it would be barred from admitting students, Ho said.

However, Ho said he did not believe that the quality of today's university students was lower than in the past. He said student performances in recent Academic Olympia contests had been "more creative."

workplace standards

Ho said that whereas in the past many people entered the job market after senior high school, more students were now completing tertiary education.

This would improve their performance in the workplace, he said.
