Alleged mastermind of televised threat detained

Taichung District Court yesterday detained alleged gangster Kuo Ping-hui (郭平輝), whom police suspect was the mastermind behind a televised video threat in March.

Taichung City Police Department Chief Police Yeh Kun-fu (葉坤福) yesterday told a press conference that police tracked down Kuo and arrested him on Thursday evening.

Kuo admitted to police that he hired Chou Cheng-pao (周政保) to make the video because he wanted to make Liu Jui-jung (劉瑞榮) "lose face," Yeh said.

The video in question was sent by Chou on March 26 to local TV news stations for broadcast.

In the video, Chou, 33, stood next to a table with a number of pistols and rifles and threatened to shoot rival "gangster" Liu.

In the video, Chou called Liu "a chicken" and alleged that Liu's gang members were responsible for the shooting death of gangster "boss" Lin Chen-hsing (林振興) in early March.

Chou also admitted in the video that he was the one behind three shooting incidents in the Taichung area.

Chou was arrested on March 29, and police found that the video tape had been filmed by Shih Chen-kang (史鎮康), a Nantou reporter with cable television station TVBS. Investigators have since investigated whether Shih committed crimes in connection with the incident.

Yeh said yesterday that police had also found NT$1 million (US$30,400) in Kuo's residence in Kaoshiung on Thursday night, and added that Kuo had attempted to avoid police by wearing different wigs.
