Foreign minister James Huang (黃志芳) yesterday announced that the country's top representative to France, Yang Tzu-pao (楊子葆), has been appointed deputy foreign minister to succeed the outgoing Michael Kau (高英茂), who will leave for Belgium on Tuesday to be the nation's representative to the EU. Yang, 43, took up his position in France last September. He formerly served as the secretary-general of the International Cooperation and Development Fund under the foreign ministry and the vice chairman of the Overseas Chinese Affairs Commission. Meanwhile, Huang yesterday also confirmed that former deputy secretary general of the National Security Council Parris Chang (張旭成) had declined the offer to be the country's representative to India. As for the country's representative to Israel, a position which has been vacant for nearly half a year, Huang said that the candidates will be selected from among career diplomats, as Israel nixed the ministry's previous choice, Lieutenant General Huang Kuang-hsun (黃光勳), the nation's former top intelligence officer in Washington.
