    DPP acts on teen-sex allegations

    The Democratic Progressive Party (DPP) Sijhih City (¦Á¤î) director Tsai Mao-hsiung (½²­Z¶¯) was detained by judges on Thursday night on suspicion of having had sex with two junior-high-school boys.

    DPP Secretary-General Lee Yi-yang (§õ¶h¬v) yesterday announced that Tsai had been expelled from the party.

    "A person with a serious criminal record will be prohibited from becoming a DPP official," Lee said.

    "The DPP will add a clause to this effect to its regulations within a month," he said.

    "Evidence showed there's reasonable ground for suspicion that Tsai had had sex with two teenagers. According to one of the victims, he also saw Tsai having sex with another three teenagers," the Criminal Investigation Bureau said in a statement yesterday.

    "Police still haven't identified the three teenagers. But according to the victim, two of them seemed to be mentally deficient," the statement said.

    According to police, Tsai already has a criminal record for gambling and sexual assault.

    Police said that Tsai, 53, who is married, last June met a boy (Boy A), who had just graduated from elementary school, at a convenience store in Sijhih. Tsai invited the boy to go with him and had sex with him later that day.

    Police said that Tsai had since then met the boy every two or three days for sex. Tsai paid the boy NT$300 (US$10) or NT$500 every time they had sex.

    Police said that in September last year, Boy A found another boy (Boy B) for Tsai. Tsai took Boy B to his office, offered him alcohol and drugs and then had sex with him. Later the same month, Boy A took another boy (Boy C) to Tsai's office, but the boy became frightened and ran away.

    Police said that Tsai not only sexually injured the boys, but also abused them.

    According to police, Boy A's parents discovered in March this year that their son inexplicably had a lot of money. They confronted the boy and he told his parents what had been going on.

    The angry parents immediately accused Tsai of having had sex with their son.

    Police initially thought they might be dealing with a false accusation, because Tsai was a well-respected DPP local official. But after they interviewed Boy A, Boy B and Boy C, they found Tsai might have committed the crimes.

    Tsai was arrested on Thursday afternoon at his residence in Sijhih, and police raided both his residence and office. In the office, police found naked photographs of Boy A and Boy B showing wounds on their bodies, drugs and sex toys.

    Tsai denied the allegations.

    Police said that, according to Boy A's parents, Tsai threatened to hurt the family when he learnt of the charges against him. He also allegedly tried to bribe the family to withdraw their accusations.

    Police said that Tsai had been planning to escape to China, but they managed to arrest him before he could flee.
