A former warden of Peitou's Fengnian borough was yesterday sentenced to 15 years in jail for masterminding the 2002 shooting death of former Taipei City councilor Chen Chin-chi (陳進棋).
"Chen Chao-chin (陳朝琴) decided to murder Chen Chin-chi just because the victim was his rival for a seat on the city council. The court sentences him to 15 years in jail," Taiwan High Court Presiding Judge Tsai Chang-hsi (蔡長溪) said.
Chen Chao-chin was not present when the verdicts was read yesterday. He will be able to lodge an appeal within 10 days of receiving an official copy of the verdict, which may take seven to 10 days to reach him by mail.
The verdict was that Chen Chao-chin and his younger brother Chen Shih-chang (陳世昌), who was sentenced to seven years and 10 months in jail, organized the murder and hired Tung Chi-tai (董智泰), a member of the local Sun Union crime gang, to kill Chen Chin-chi. Tung was sentenced to jail for life.
Tung told judges that he had been friends with Chen Chao-chin for years. Chen Chao-chin and the victim had also been friends and neighbors since childhood.
However, the relationship between Chen Chao-chin and Chen Chin-chi soured in the run-up to the 2002 Taipei City Council election because of an argument over who should represent the Peitou constituency.
In November, 2002, Chen Chao-chin and Chen Shih-chang called Tung and invited him to join their plan to kill Chen Chin-chi. They promised to pay Tung NT$80 million after the assassination.
Tung then asked his friend Chen Chien-yi to help him carry out the murder. Chen Chien-yi has been sentenced to 14 years in jail.
Chen Chin-chi was gunned down on Nov. 16, 2002, while on his way to Taipei's Taoyuan Restaurant to attend a wedding banquet for a friend's daughter.
As he entered the restaurant, a gunman, who was later identified as Tung, wearing a motorcycle helmet and dark clothes opened fire with a pistol. The gunman immediately fled on a stolen scooter, along with another man, later identified as Cheng, who also wore the same type of helmet and clothing.
Despite Chen Chin-chi's murder, Chen Chao-chin still failed to be elected to the city council.

Heat advisories were in effect for nine administrative regions yesterday afternoon as warm southwesterly winds pushed temperatures above 38°C in parts of southern Taiwan, the Central Weather Administration (CWA) said.
