New law to protect human rights during police operations

The Police Duties Enforcement Act (警察職權行使法) will take effect on Dec. 1, the National Police Administration (NPA) said yesterday. The act clearly sets out the regulations that apply to police officers when they are on duty.
"While members of the police execute their duties, especially duties which could violate human rights, they should follow a set of rules conforming to the requirements of the constitution," the NPA said in a statement.
"After the act takes effect, police members will undergo six hours of training regarding its implications," KMT Legislator Apollo Chen (陳學聖) said in the Legislative Yuan yesterday.
He said that if an individual refuses to present his identification to the police, the police can take him to the police station.
Premier Yu Shyi-kun said: "On the other hand, according to the new act, if people request uniformed police officers to present their police identification, they have the right to decline."
