Mustafa Mohamed of Sweden, one of the early leaders, dropped to fourth and defending champion Antonio Jimenez of Spain finished fifth.
Kallur trailed Kirsten Bolm of Germany early in the hurdles race. But the Swede burst ahead at the halfway mark and held on to win comfortably in 12:59 seconds.
Bolm and Derval O'Rourke of Ireland both crossed in 12.72, an Irish record.
Initially, O'Rourke was awarded the silver and Bolm the bronze in the photo finish. But the German team lodged a protest and a jury review decided to award both women silver medals. No bronze was awarded.
Defending champion Glory Alozie of Spain finished fourth. Kallur's twin Jenny was seventh.
In the 200, defending champion Muriel Hurtis-Houairi of France was eliminated in the semi-finals.
A heavy rain shower forced organizers to move the final of the men's hammer throw to yesterday.
