Swansea players Lee Trundle and Alan Tate were arrested by police on Wednesday in connection with their display at the weekend of a Wales flag with an obscenity written across it.
The two were arrested for public order offenses, and then released on bail until the end of the month, police said in a statement.
The Welsh Football Association also said it was filing charges against the two, which could lead to suspensions.
The two Swansea players hoisted a flag with a handwritten obscenity aimed at fans of rival Cardiff after Sunday's 2-1 Football League Trophy final victory over Carlisle.
Trundle also wore a T-shirt showing a Swansea player urinating on a Cardiff jersey.
"I honestly don't think the players knew what they were doing, it was something that was in the heat of the moment and I'm sure they regret their actions," Swansea manager Kenny Jackett said.
