Straits Exchange Foundation (SEF) Chairman Chang Chun-hsiung (張俊雄) was named premier yesterday by President Chen Shui-bian (陳水扁) for the second time.
Praising Chang's experience in cross-strait issues, Chen said that he would depend on Chang to complete negotiations with Beijing as soon as possible on allowing Chinese tourists to visit Taiwan and on cargo charter plane services. He also wants Chang to negotiate with Beijing over its Olympic Games torch relay route.
The government has rejected Beijing's proposal for the torch to arrive in Taiwan from Vietnam and then travel to Hong Kong. Taipei insists the torch must enter and leave Taiwan via a third country.
Chen said the fundamental principle of the government's cross-strait policy is "steadfast position, practical approach" while that of cross-strait economic policy is "active management, effective opening."
He set down five principles for Chang's new government: insist on Taiwan-centered consciousness and realize social justice; strike a balance between environmental protection and economic development; eliminate corrupt practices and push for reform; take care of the central and southern regions, middle and lower classes and small and medium-sized businesses; and humbly govern and unite Taiwan.
Likening politics to a baseball game, Chen said that what is fascinating about baseball is that nobody knows what will happen until the very last minute and the tide can be turned even at the bottom of the ninth inning.
"During the remainder of my term, I believe we stand a good chance of turning the tide and winning the [2008 presidential] election if we make good use of the time and work with all our heart as never before," he said.
Chang, meanwhile, hailed Premier Su Tseng-chang (
He visited Su before going to the Presidential Office yesterday morning.
Chang used the 1918 play Abraham Lincoln by English poet and dramatist John Drinkwater to explain his state of mind yesterday.
He said that his feelings were similar to those of Lincoln when the US politician knelt beside a wall map of the US after accepting the invitation to become the Republican Party's candidate for president.
He said he would work hard to make breakthroughs.
Chang, who served as premier from late 2000 to mid-2002, said that during that time he had seen first hand the level of animosity among political parties.
Calling on politicians to respond to the desires and needs of the people, Chang said that he would lead the new Cabinet under the motto: "Cooperation is better than opposition, building a nest is better than building a wall."
"It is very important for political parties to listen to the voice of the people," he said.
"I believe the public would like to see political parties stop bickering and engage in healthy competition. They want to see a more peaceful society and more stable politics," he said.

NO-LIMITS PARTNERSHIP: ‘The bottom line’ is that if the US were to have a conflict with China or Russia it would likely open up a second front with the other, a US senator said Beijing and Moscow could cooperate in a conflict over Taiwan, the top US intelligence chief told the US Senate this week. “We see China and Russia, for the first time, exercising together in relation to Taiwan and recognizing that this is a place where China definitely wants Russia to be working with them, and we see no reason why they wouldn’t,” US Director of National Intelligence Avril Haines told a US Senate Committee on Armed Services hearing on Thursday. US Senator Mike Rounds asked Haines about such a potential scenario. He also asked US Defense Intelligence Agency Director Lieutenant General Jeffrey Kruse
INSPIRING: Taiwan has been a model in the Asia-Pacific region with its democratic transition, free and fair elections and open society, the vice president-elect said Taiwan can play a leadership role in the Asia-Pacific region, vice president-elect Hsiao Bi-khim (蕭美琴) told a forum in Taipei yesterday, highlighting the nation’s resilience in the face of geopolitical challenges. “Not only can Taiwan help, but Taiwan can lead ... not only can Taiwan play a leadership role, but Taiwan’s leadership is important to the world,” Hsiao told the annual forum hosted by the Center for Asia-Pacific Resilience and Innovation think tank. Hsiao thanked Taiwan’s international friends for their long-term support, citing the example of US President Joe Biden last month signing into law a bill to provide aid to Taiwan,
China’s intrusive and territorial claims in the Indo-Pacific region are “illegal, coercive, aggressive and deceptive,” new US Indo-Pacific Commander Admiral Samuel Paparo said on Friday, adding that he would continue working with allies and partners to keep the area free and open. Paparo made the remarks at a change-of-command ceremony at Joint Base Pearl Harbor-Hickam in Hawaii, where he took over the command from Admiral John Aquilino. “Our world faces a complex problem set in the troubling actions of the People’s Republic of China [PRC] and its rapid buildup of forces. We must be ready to answer the PRC’s increasingly intrusive and
STATE OF THE NATION: The legislature should invite the president to deliver an address every year, the TPP said, adding that Lai should also have to answer legislators’ questions The Chinese Nationalist Party (KMT) yesterday proposed inviting president-elect William Lai (賴清德) to make a historic first state of the nation address at the legislature following his inauguration on May 20. Lai is expected to face many domestic and international challenges, and should clarify his intended policies with the public’s representatives, KMT caucus secretary-general Hung Meng-kai (洪孟楷) said when making the proposal at a meeting of the legislature’s Procedure Committee. The committee voted to add the item to the agenda for Friday, along with another similar proposal put forward by the Taiwan People’s Party (TPP). The invitation is in line with Article 15-2
