On the sidelines, Lincoln also expected Bush to discuss identified terrorism hotspots, particularly in Indonesia and the Philippines.
Fifteen years after its inception, analysts generally believed APEC had been useful, but not very much.
"Its achievements have been decidedly modest. That said, I think we are better off with it than without it," Lincoln said.
APEC groups together Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, the US and Vietnam.
