Kelly said that confidence-building efforts between Taiwan and China would be an "excellent idea" in view of the ongoing Chinese military buildup across from Taiwan.
"There are a lot of good ideas that could be put into practice that I've heard from people from both sides of the Strait." However, he said, "we're a ways away" from cross-strait negotiations.
