It's not hard to imagine the downside. If you are already frustrated by all the spam in your inbox, imagine how you are going to feel at all the recorded messages that will be played to you over the telephone by callers who will not have to pay a penny.
A word for it has already been invented: spit. (That stands for spam over Internet telephony).
