    DGBAS calculates Taiwan's place in development index

    Taiwan's purchasing power parity (PPP)-converted per capita GDP amounted to US$28,552 in 2005, ranking it 21st in the world, government officials said on Friday.

    The ranking was calculated by the Directorate General of Budget, Accounting and Statistics (DGBAS) in terms of the UN's Human Development Index (HDI) formula, even though Taiwan is not included in the UN index because it is not a member of the organization, the officials said.

    The agency said Taiwan's HDI ranked 23rd in the world in 2005 compared with 31st in 1990.

    DGBAS officials said the UN Development Program has released the index since 1990.

    The HDI measures the average achievements of a country according to three basic aspects of human development -- life expectancy, knowledge and standard of living as measured by per capita GDP.

    Among the 177 countries surveyed in the 2005 report, Iceland topped the HDI list, followed by Norway and Australia.

    As Taiwan's HDI was ranked 23rd among the countries surveyed, the country belongs in the category of high human development as defined by the UN, the officials said.

    Among the various categories measured, the life expectancy of Japanese citizens topped the list at 82.3 years, while that of Taiwanese was 77.4 years, or 34th in the world, the DGBAS figures show.

    Taiwan's literacy rate was ranked 54th, while its combined primary, secondary and tertiary education gross enrollment ranking was fifth.
