    Tsai will become TTL chairman
The Ministry of Finance announced late on Monday night that Martin Tsai (蔡木霖), vice president of the Taiwan Tobacco and Liquor Corp (TTL) (台灣菸酒公司), will be promoted to become the state-run enterprise's chairman. Ray Dawn (董瑞斌), his predecessor, will take over for Tsay Chin-tsair (蔡進財) as chairman of the Central Deposit Insurance Corp (CDIC, 中央存保).
Chen Wen-kai (陳文凱), president of TTL, will leave his post with Dawn as stipulated by government regulations. Tsai, the new chairman, will temporarily double as the firm's president, the ministry said in a statement.
