"In the whole design cycle, 2005/2006 is not a long way off at all," he said.
"The new regulations may mean changing tooling, manufacturing equipment or training if you manufacture yourself, or looking at your suppliers if you do not," said Martin Charter, director of the UK's Centre for Sustainable Design.
Getting in early could save costs down the line.
"The earlier you do it, the cheaper it will be," Boyce said.
