In addition, Chen said that the issue of "three links" would be a top priority.
"Taiwan already plays a prominent role in several crucial industries in the international business community," Chen said. "Therefore, it has to maintain its competitiveness by operating on an international scale -- to reduce costs for example -- without excluding any of the world's markets."
Chen added that Taiwan was committed to following international trade regulations as set by the WTO. "In the meantime, we have to adjust our business policy toward China as well," he said.
The government's "no haste, be patient" policy has for years limited Taiwanese investment in several sectors of China's economy.
For example, investments in infrastructure and national defense industries that may threaten Taiwan's national security and economic development are prohibited.
The policy has also sought to prevent an over-reliance on China by limiting individual investments to a maximum of US$50 million.
Chen, an economics professor at National Taiwan University, has been a longtime economic adviser to President-elect Chen Shui-bian (陳水扁) and contributed to the his white paper on economic issues.

The CEPD also spearheads the KMT government's initiative to transform Taiwan into an Asia Pacific Regional Operations Center (APROC) for multinational corporations operating in Asia.
The concept involves Taiwan serving as a specialized hub for manufacturing, sea and air transportation, financial services, telecommunications and media organizations.
Chen said that the APROC plan would be carried on, despite suggestions that some plans be postponed.
"The APROC plan is primarily aimed at pushing Taiwan toward liberalization and globalization, which in turn helps it integrate with the international community," Chen said.
"But we realize that some of the particular projects are difficult to achieve and may require postponement," he said, though he declined to specify which projects may be shelved.
Chen on Sunday agreed to the nomination as chairman of the CEPD and will act as a coordinator between different ministries in promoting crucial cross-agency policies.
He was a principle architect behind the so-called "no haste, be patient (戒急用忍)" policy, which was a major piece of Lee's cross-strait policy.
