Central Police University president Chen Che-wen (陳檡文) was on Thursday given a minor demerit by the Ministry of the Interior for meeting with an alleged criminal gang leader at a private club in 2017, when Chen was assistant director-general of the National Police Agency.
The ministry said in a news release that Chen received the punishment from a performance evaluation committee after footage showed him entering the private club in Taipei’s Xinyi District (信義) in August 2017, at the invitation of an alleged gang leader surnamed Lin (林).
Lin was arrested last month, but later released on NT$3 million (US$97,969) bail, over his alleged involvement in a money laundering case.

Chen’s failure to obtain permission, either before or after the event, breached the regulations governing police officers’ dealings with certain individuals, the statement said.
The committee handed down the punishment after extensive discussions about Chen’s misconduct, taking into account legal and disciplinary perspectives, the ministry said.
As a veteran police officer, Chen failed to comply with government regulations that prohibit police personnel from inappropriate interactions with individuals considered a threat to public security, seriously undermining government integrity, it said.
Shortly after the ministry’s news release, the university also issued a statement announcing that Chen had officially applied for early retirement at the age of 63, citing “personal life planning.”
Later that day, Executive Yuan spokesman Lo Ping-cheng (羅秉成) said Premier Su Tseng-chang (蘇貞昌) had agreed to Chen’s application for retirement, adding that the procedure would be handled by the ministry.
Chen’s visit to the club was revealed by former New Power Party lawmaker Huang Kuo-chang (黃國昌) and several social media sites on Nov. 4.
At the time, Chen said he visited the club to collect information on criminal activities allegedly involving China Unification Promotion Party founder Chang An-le (張安樂).
He said it was the only time he went to the club.
