The National Police Administra-tion (NPA) yesterday asked local police stations to provide police escorts to banks if requested in a bid to reduce the chances of security-van robberies.
"The order is effective today. Local police stations will provide police escorts upon local banks' requests, whenever they need an armed force to protect their security vans," said NPA Director-General Wang Chin-wang (王進旺).
In addition, when he arrived at the Criminal Investigation Bureau to encourage his fellow officers yesterday morning, Wang also asked them to do whatever it takes to solve the security-van robbery, as soon as possible.
At approximately 4:10pm on Monday, a white security van owned by the Huwei Farmers' Association was robbed by two people. The pair shot and killed two men -- association employee Dai Ming-te (
The van was driven by Dai and escorted by Wu Tsung-hsun and another employee of the association Lee Yu-mei (
They were supposed to pick up the cash from the Huwei Meat Market, which is the second largest meat market in Taiwan.
Dai and Wu were sitting in the van and were waiting for Lee to finish some paper work.
According to witnesses' statements to the police, two gunmen came out from nowhere and opened fire on Dai and Wu with two pistols.
Although the security van had bullet-proof windows and a bullet-proof casing, the pair were hit because the gunmen fired at close range.
The gunmen then opened the door of the van and took the cash. The witnesses said the assailants hopped into a silver Mitsubishi Virage with the license plate number SP-1370. A third person was waiting inside the vehicle.
The license plate was later confirmed as stolen from another vehicle.
Yunlin Chief Prosecutor Lin Feng-wen (
"After we had coroners examine Dai's and Wu's bodies, we are quite sure that these two suspects wanted them dead when they opened fire because they were both hit with head shots," Lin Feng-wen said.
"We are looking for at least three suspects, including the one who was waiting in the silver Virage. Since they were not masked, there are many witnesses who have seen their faces and their descriptions will be very useful," he said.
According to prosecutors, Dai whs shot once and Wu was shot two times but the police discovered ten empty cartridge cases at the scene.
Prosecutors said that Lee was not harmed but she was so frightened that she could not clearly tell the police what she witnessed.
