Debates over the proposal of American Institute in Taiwan (AIT) Director Raymond Greene for Taiwan to become a “hornet’s nest” of asymmetrical drones have been mostly about reducing reliance on expensive, conventional military hardware and adopting Ukraine-style autonomous swarms. What is being ignored in the discussions is the possibility of a more revolutionary development in geopolitics. The possibility to achieve an innovative and robust defense strategy does not lie in creating a closed-loop and fully autonomous supply chain in Taiwan, but in a broader plan of action with India. Taipei and New Delhi are at the opposite ends of a geopolitical jigsaw puzzle.
This is not about a formal alliance, and that is exactly why it is important. India and Taiwan can work together in a field that is commercially relevant, politically quiet and strategically significant. Drones combine defense, logistics, surveillance and precision manufacturing. Taiwan has excellent information and communication technology design capacity, but to have an effective asymmetric military stance, it must achieve an incredible level of scale in terms of production, which is challenging. India has excess capacity in manufacturing while looking for secure and non-Chinese precision electronic components.
The presence of Chinese components in drones represents a security threat for commercial and military usage. Through this process of locking the inverse potential together, Taiwan and India would be able to create a highly reliable corridor that is impermeable to blockades and completely avoids the central calculus of Beijing.
The strategic logic is classical and modern at the same time. Classical because the countries are motivated by pressure from an external power and seek means of reducing dependency and excellence without provoking direct conflict. Modern in the sense that the field of battle has expanded beyond just tanks and ships to include electronic, sensor and drone technology. The supply chain advantages of critical technology are unquestionable. It plays a crucial role in conflict prevention and generating strategic effects.
The structural similarities between the two systems became clear in the Taiwan-India Investment Partnership Forum in Taipei on June 2. Tamil Nadu Investment Promotion Agency senior vice president Gaurav Daga described a blueprint for developing a decentralized ecosystem of drone production in southern India. The geographical distribution of defense clusters in Tamil Nadu provides an ideal structure for Taiwanese collaboration. Chennai, the state’s capital and home to several Taiwanese electronics companies, is gearing up for avionics and electronics production. Hosur is becoming the main base for mass production of drone airframes in India, and Coimbatore is building expertise in advanced precision machinery and heavy tooling parts production.
At the same time, New Delhi is purging all Chinese hardware and software from its defense network nationwide because of the dangers of cyberespionage and data exfiltration. India’s domestic drone market — which, according to KPMG, might reach NT$59.8 billion (US$1.85 billion) this year as it seeks to become a drone manufacturing hub by 2030 — is suffering from a component shortage.
Eighty-five percent of the critical electronic components, such as the autopilots, sensors and GPS units are imported. Even though India has 32 component manufacturers, they only supply low-tech mechanical parts. Moreover, India has a dearth of certified pilots, well below the national demand estimate of 40,000. The shortage is most pronounced for medium and large drones. All these deficits provide an entry point for Taiwan to become a part of a rapidly developing ecosystem.
To implement this strategic plan, policymakers and industry professionals need to overcome an important regulatory constraint: India does not allow the importation of fully assembled commercial and military drones, to safeguard its own assembly lines from any potential threats. As a result, a traditional model of exporting finished Taiwanese drones to India would be out of the question.
Instead, the joint integration approach is necessary. The Taiwanese component giants could focus on making joint ventures in India’s aerospace hubs. They would be directly embedded into the Indian assembly lines, thus infusing the companies into the dominant defense-oriented markets of South Asia.
The most significant benefit of the drone corridor for regional partners would be that it ensures security sustainability and resilience by means of an economic framework with low visibility. India has remained steadfast in its traditional orientation toward strategic autonomy. Thus, engagements with the First Island Chain countries have been carefully established and developed to avoid the possibility of military confrontations.
The drone corridor respects India’s diplomatic boundaries, as drone subcomponents such as GPS modules and AI chips are fundamentally dual use industrial tech rather than lethal weapon systems. The arrangement represents commercial investment and supply chain de-risking.
Thus, the “hornet’s nest” becomes an operational defense and more than a talking point. Eventually, Taiwan would be able to anchor its asymmetric defense goals in South Asia and create a secondary, blockade-proof industrial base in India.
