On the evening of June 11, masses of dead fish surfaced in the Ciedong River in Hsinchu County’s Sinfong Township. Some people suspected that unscrupulous factory operators in an upstream industrial zone had taken advantage of rainfall to dump wastewater into the river. Hsinchu County’s Environmental Protection Bureau (EPB) inspected the river but said that nothing unusual was found at the industrial zone’s sewer outfalls. The EPB’s initial investigation suggested that someone may have deliberately poisoned the fish or carelessly dumped toxic substances into the river. The bureau collected water samples and sent them to a laboratory to identify the cause.
Hsinchu County’s EPB says that on June 11, as soon as it received report from a member of the public that there was a mass fish die-off in Sinfong Township’s Ciedong River, it dispatched staff members to inspect the site. They found hundreds of dead fish piled up at two bends in the river, but there was no foul odor. EPA workers then traced up the river to the Hsinchu industrial park’s sewer outfalls but found nothing unusual. Seeing that the downstream section was also normal, they asked the district office’s cleaning team to go and clean up the dead fish.
