A peeping Tom has been found around Jhongyuan Road in Hualien City. Residents installed security cameras for their own self protection and consequently got footage of a known male going down the firebreak lanes behind the community and peeping in at a woman having a shower in her bathroom. The victim, unhappy about the punishment being too light, posted the relevant footage on a FaceBook group called “Community Exposure,” calling on the public to take note.
According to the police, the victim called them on Sept. 27 to report a crime. The suspect, surnamed Chen, was identified based on his vehicle registration and the security camera footage. The 40-year-old Chen admitted going to the rear of the victim’s residence at 2am on the morning of the 27th and peeping through a window at the woman having her shower. However, he denied involvement in any other crimes. After the interview he was charged under the Social Order Maintenance Act for knowingly looking into another person’s bedroom, bathroom, toilet, or changing room in such a way as to invade their privacy, and was fined NT$6,000. The victim can also bring a civil lawsuit against the man to demand compensation for damages.

警方說,九月二十七日受理被害人報案,警方依據車號、監視器畫面,通知陳姓涉嫌人到案,四十歲陳男坦承在二十七日凌晨兩點多,到被害人住處後方,從窗戶偷看婦人洗澡,但否認有其他犯行,訊後被依社會秩序維護法,故意窺視他人臥室、浴室、廁所、更衣室,足以妨害其隱私,處以六千元罰鍰;被害人也可向法院提出民事訴訟,要求陳男負損害賠償責任。
