Beijing's top Communist Party official called for a law-and-order crackdown as he set maintaining stability and hosting a successful 2008 Olympic Games as key goals facing the leadership on May 24.
"From start to finish, maintaining stability in the capital is the main political task," Beijing Communist Party general secretary Liu Qi said in a speech opening the city's five-yearly party congress.
"Successfully hosting the 2008 Olympic Games is a main job. We must carry out all work undertaken, guaranteeing the success of the Games and bringing the capital city to a new level of success."

Liu echoed recent calls by police and government officials for a crackdown on crime and said he planned to "strike a blow against criminal activities according to the law."
Liu, whose position outranks that of Mayor Wang Qishan, also said corruption in the party had to be controlled.
"We have to strengthen auditing supervision and introduce a system of everyone taking responsibility for clean government so as to fully implement frugal, honest and clean Olympic Games," he said.
Liu is also head of the committee organizing the Olympics.
Top leaders and state-controlled newspapers have consistently made anti-corruption a top priority in the lead-up to the Games.
Liu recently said he would put the lifestyles of individual Beijing party members under the microscope.
His remarks come after a former vice-mayor in charge of Olympic construction projects was ousted from the ruling party for graft. Liu Zhihua, who was stripped of his government posts in June 2006, is currently awaiting trial for corruption.

劉淇回應近期警方與官員對於掃蕩犯罪時說,自己計畫「依法掃蕩犯罪活動」。
職位高於北京市長王岐山的劉淇並表示,黨中央需監管黨內貪污行為。
他說︰「我們必須加強審計監督,引進一套讓眾人皆為廉潔政府負責的系統,確保實現節儉且廉潔的奧運。」
劉淇也是北京奧委會主席。
中國高層與國營報紙一致認同廉潔是主辦奧運的首要之務。
劉淇近日表示,他會將北京黨員的生活型態放在顯微鏡下檢視。
負責奧運工程計畫的前北京副市長劉志華因貪污下臺後,劉淇發表此次感言。劉志華二○○六年六月遭罷黜公職後,目前等待法院審理貪污罪。
五十七歲的劉志華過去負責監督北京市的建設、地產、體育與交通計畫。
