The Control Yuan has taken corrective action against the Taipei Police Department for failing to notice that two of its officers were using spycams, Control Yuan members Yeh Ta-hua (葉大華) and Chi Hui-jung (紀惠容) said on Saturday.
Former police officers Huang Shih-chi (黃仕奇) and Kuo Sheng-han (郭昇翰) were convicted on charges connected to making unauthorized videos of 77 women, one man, and three girls, they said in a statement.
Huang installed cameras in his home, his workplace restroom and the home of a female colleague from October 2020 to July 2024, and Kuo installed cameras in his workplace restroom from May 2022 to October 2024, they said.

A female police officer discovered Huang’s actions, while Kuo was implicated through material he posted on a pornographic Web site, which became the focal point of a large-scale investigation, the Control Yuan members said.
Although a court found the former officers guilty of criminal offenses and they were eventually fired by the Taipei City Government, the police department’s failure to supervise its officers resulted in significant harm to the victims, they said.
The actions of the two former officers showed that the department did not properly implement anti-sexual harassment training in its ranks or create a gender-equal workplace, they said.
Former Kaohsiung Police Bureau officer Tu Po-min (?博旻) was sacked for secretly recording a woman in December 2024, they said.
The Control Yuan investigation into the allegations showed significant flaws in the handling of reports from victims and preservation of digital evidence, while the incident revealed the bureau’s failure to impose discipline, they said.
Former Pingtung County Police Bureau officer Liu Wen-yeh (劉汶燁) was found guilty of illegally using police resources to identify a victim of unauthorized recording, the members said.
The Control Yuan probe into the incident found that the bureau did not establish adequate safeguards against police abusing the law enforcement database, they said.
Over the past three years, eight officers were sentenced for offenses including covertly obtaining, selling or distributing images, or creating AI-generated sexual images, with 98 known victims, the Control Yuan members said.
The Control Yuan called on the National Police Agency to improve police training in ethics and law, and monitor the conduct of officers, they said.

A magnitude 5.6 earthquake struck New Taipei City in northern Taiwan at 8:36pm today, the Central Weather Administration said. There were no immediate reports of damage or injuries. The epicenter was about 35.8km east-southeast of New Taipei City Hall, at a depth of 95.7km, the agency said. The earthquake's intensity was highest in Yilan County, New Taipei City, Taipei, Taoyuan, Hsinchu County, Hualien County, Taichung and Miaoli County, where it measured 3 on Taiwan's 7-tier intensity scale. The quake also measured an intensity of 2 in Keelung, Hsinchu City, Nantou County, Changhua County and Yunlin County, the agency said.
