The Central Election Commission (CEC) on Friday announced that five public forums would be held starting on Aug. 7 to discuss a proposal to restart the Ma-anshan Nuclear Power Plant, ahead of a public referendum on the issue.
The forums on would feature debates and public opinion sessions, and would be broadcast live on national television on Aug. 7, 9, 11, 13 and 15, the CEC said.
The Legislative Yuan would represent the supporting side, while the opposition would be led by the Cabinet or approved offices against the proposal.

Members of the public who wish to attend the public opinion sessions or serve as debate representatives must apply for approval from the CEC to set up an office to promote their views, in accordance with the Referendum Act (公民投票法), the CEC said.
Those in favor of the proposal should register with the Legislative Yuan, which would recommend a list of representatives to the CEC by July 16.
Meanwhile, the list of representatives opposed to the proposal should be submitted by the designated opposition representative.
The referendum was passed on May 20 by the Legislative Yuan, three days after the Ma-anshan Nuclear Power Plant in Pingtung County’s Hengchun Township (恆春) was shut down due to its age.
Also on Friday, the CEC ruled that a referendum proposal to abolish the requirement that a specific number of Constitutional Court justices be present to rule on a case complies with regulations. The list of verified signatories would be confirmed by household registration offices within 15 days.

A firefighter yesterday died after falling into New Taipei City's Xindian River when a rescue dinghy capsized during a search mission for a man who was later found dead. The New Taipei City Fire Department said that it received a report at 4:12pm that a 50-year-old man, surnamed Chen (陳), had fallen into the river. Organizing one national referendum and 26 recall elections targeting Chinese Nationalist Party (KMT) legislators could cost NT$1.62 billion (US$55.38 million), the Central Election Commission said yesterday.
