Starting tomorrow, foreign graduates may be hired for mid-level skilled positions in the hotel industry, including jobs related to room service, cleaning, reservations and catering, the Ministry of Labor said today.
With businesses returning to pre-COVID-19 pandemic levels, all industries are facing a labor shortage, the Workforce Development Agency said in a news release.
The new measures were implemented after the Tourism Administration’s assessment of domestic labor shortages in the hospitality industry, it said.

As long as hotel owners are in possession of valid operating licenses, they can apply for a permit to hire foreign graduates, the agency said.
The quota would be set at a maximum of 30 percent of a business’ total employees, it said.
Foreign students who have graduated with at least a bachelor’s degree and have attended a minimum of 80 hours per month of instruction from a Taiwanese higher education institution, the Tourism Administration or an industry association may apply for mid-level skilled jobs in the hotel industry, the agency added.
The monthly minimum wage would be NT$30,000 for first-time employees and NT$33,000 for return employees, it said.
In addition, the agency said it would hold cross-departmental consultations to issue student work permits before the end of the year.
The goal is to increase foreign student employment retention to account for labor shortages across all industries, including nurses, truck drivers and security guards, it said.
