Twenty-five legislators have put forward two proposals that establish an exit mechanism for members of the National Communications Commission (NCC) and the Financial Supervisory Commission (FSC).
Chinese Nationalist Party (KMT) Legislator Chen Chieh (陳杰), one of the legislators endorsing the bills, said both the Organic Act of the National Communications Commission (國家通訊傳播委員會組織法) and the Organic Act of the Financial Supervisory Commission (行政院金融監督管理委員會組織法) stipulate how the commissions’ members should be nominated, but fail to stipulate an exit mechanism.
NOMINATIONS
The Organic Act of the NCC stipulates that the premier has the authority to nominate NCC members, while the Legislative Yuan has the power to approve or reject the nominations.
Likewise, the Organic Act of the FSC empowers the premier to nominate members of the FSC, while the president has the power of veto.
EXIT MECHANISM
Chen said the lawmakers’ bill states that members of the commissions should be replaced if they are no longer able to carry out their duties because of illness, neglect, or if they have been detained, indicted or involved in any malfeasance that may have a negative impact on the commissions’ reputation.
PROMINENT INDIVIDUALS
The bill on the NCC, if passed, would also allow the premier to nominate “prominent individuals in society” to be members of the NCC.
Under the act, the premier can currently only nominate individuals who specialize in telecommunications, information technology, communications, law or finance.
The Executive Yuan yesterday approved a southwestern extension of the Sanying MRT Line from New Taipei to Bade District (八德) in Taoyuan, with a goal of starting construction by late 2026.
