The celebrity sex scandal led police to interrogate Lu and 10 others last week on their roles in Peng's claimed payout of nearly NT$50 million (US$1.5 million).
According to police, Peng claimed he paid off Lu, her uncle -- an alleged gangster -- a former songwriter and several others.
At a televised news conference on yesterday, Lu admitted she made the naked video of Peng last year in order to protect herself.
She said Peng had hounded her for a date over the past two years, including one time that made her ``feel deeply hurt and humiliated.''
``I lived through two years of spiritual torment,'' she sobbed.
But she insisted that she had not intended to use the VCD to blackmail Peng, and neither had she asked anyone else to do so.
"I did not ask my uncle to handle this, nor did I set Peng up," she said.
The Ministry of Education (MOE) is to launch a new program to encourage international students to stay in Taiwan and explore job opportunities here after graduation, Deputy Minister of Education Yeh Ping-cheng (葉丙成) said on Friday.
